How Often Do You Need to Refresh Your Standard 11?

How often does my Standard 11 need to be refreshed?
Under Section 84(1) of the Coal Mining Safety and Health Regulation 2017, the Site Senior Executive for a coal mine must ensure every worker on site is given refresher training at least once every five years. That includes everyone: operators, trades, supervisors, and even senior management holding certificates of competency.
Five years is the legal minimum. In practice, many mine sites and employers require refreshers more frequently:
BMA sites: typically require refreshers every two years. If you're heading to a BMA operation, check their specific requirements before you turn up. An expired or out-of-date Standard 11 will see you turned around at the gate.
Glencore, Anglo American, and other major operators: often require refreshers every two to three years depending on the site.
Smaller operators and contractors: generally stick closer to the five-year legislative minimum, but always check with the specific site.
The safest approach is to check with your employer or the mine site you'll be working on. Don't assume five years is enough. If your site requires two or three yearly refreshers, the legislation is irrelevant because the site's own requirements override it.

Does my Standard 11 actually expire?
Technically, no. The nationally recognised units of competency on your Statement of Attainment don't have an expiry date under the Australian Qualifications Framework. Your qualification doesn't disappear after five years.
However, your currency does. Under Queensland mining legislation, you must be refreshed within the required timeframe to remain eligible to work on a coal mine site. If your refresher is overdue, your Standard 11 is no longer considered current, and a mine site can refuse you entry even though the qualification itself is still technically valid.
Think of it like a driver's licence. The fact that you passed your driving test 10 years ago doesn't go away, but if you haven't renewed your licence, you can't legally drive.
What happens if I don't refresh in time?
If your Standard 11 falls outside the required refresher period:
You can't access a mine site. The SSE is legally obligated to ensure every worker on their site holds current competencies. If yours aren't current, you won't be allowed through the gate. No exceptions, no grace periods.
You may need to complete the full course again. If your Standard 11 is more than five years old, most RTOs will require you to complete the full Standard 11 course rather than just the refresher. The refresher is only available if your existing qualification is still within its currency window.
You could lose work. If you're on a FIFO roster and your Standard 11 expires mid-swing, you could be stood down until you've completed a refresher. That's lost shifts, lost income, and a conversation with your employer that nobody wants to have.
Your employer could face penalties. Under the Coal Mining Safety and Health Act 1999, the SSE has a legal obligation to ensure all workers are competently trained. Allowing workers with expired competencies on site is a compliance breach that can result in enforcement action from the Mines Inspectorate.
The bottom line - don't let it lapse. Set a reminder six months before your refresher is due so you have time to complete it without any last-minute pressure.
Do I need the full course or just the refresher?
If your Standard 11 is still within its currency period (less than five years old, or within your site's required refresher timeframe), you only need the refresher course. The refresher is shorter and cheaper than the full course because it builds on the knowledge you already have rather than starting from scratch.
If your Standard 11 is more than five years old or you can't provide evidence of your original qualification, you'll generally need to complete the full course again.

What does the refresher course cover?

How do I know when my Standard 11 is due for a refresh?

If you can't find your Statement of Attainment, log into your USI transcript at usi.gov.au. All nationally recognised training is recorded there, including the date you completed your Standard 11.

What if I completed my Standard 11 with a different provider?
It doesn't matter which RTO delivered your original Standard 11, you can complete your refresher with any registered provider. You don't need to go back to the same one. The Statement of Attainment is nationally recognised regardless of which RTO issues it.
