Standard 11 Surface vs Underground - Which One Do You Need?
If you're getting your Standard 11, one of the first things you need to figure out is whether you need Surface, Underground, or both. They're not the same qualification, they cover different units, and getting the wrong one means you won't have site access for the role you're heading into. Here's how to work out which one you need.
What's the difference between Standard 11 Surface and Underground?
The main difference is one extra unit of competency and a mandatory in-person practical component.
The Standard 11 Surface covers six nationally recognised units of competency focused on working safely on surface (open-cut) mine sites. It covers hazard identification, risk management, communication, emergency response, first aid, and site compliance. This is the most common Standard 1 the majority of mining jobs in Queensland are surface-based, and the Surface qualification is all you need to access them. It can be completed 100% online.
The Standard 11 Underground includes all six surface units plus one additional unit: RIIERR203E: Escape from hazardous situations unaided. This seventh unit covers the skills you need to safely evacuate from an underground mine in an emergency, including self-contained self-rescuer (SCSR) or compressed air breathing apparatus (CABA) changeover, navigating escape routes in low visibility, and emergency procedures specific to underground environments.
Because of the practical nature of underground escape training, the seventh unit requires an in-person practical assessment and can't be done online. You need to physically demonstrate that you can use breathing apparatus and navigate an escape scenario. Most providers deliver this in a simulated underground roadway or training gallery.

Which one do I need?
It depends entirely on where you'll be working:
Standard 11 Surface only — if you're working on surface mine sites. This includes open-cut coal mines, strip mines, above-ground operations, processing plants, and any surface-level facility at a mine site. If your role keeps you above ground, the Surface qualification is all you need. This applies to operators, trades, labourers, cleaners, kitchen staff, contractors, and anyone else working on the surface.
Standard 11 Underground — if you're working underground. If your role requires you to go underground at any point — even occasionally — you need the Underground qualification. This applies to underground miners, maintenance crews working underground, shift supervisors, deputies, and anyone else who may need to access underground workings.

Can I do my Standard 11 Surface online?
Yes, the Standard 11 Surface can be completed 100% online. All six units of competency are delivered through an online learning platform, and your Statement of Attainment is issued on completion. No classroom, no travel, no fixed schedule.

Can I do my Standard 11 Underground online?
Partially. The six surface units can be completed online, but the seventh unit RIIERR203E (escape from hazardous situations unaided) requires in-person practical training and assessment. You need to demonstrate competency with breathing apparatus and complete a simulated underground escape scenario. This has to be done face-to-face at a training centre with the appropriate facilities.
Some providers offer a blended approach. Complete the theory for all seven units online, then attend a single practical day for the underground escape component. This minimises time away from work while still meeting the practical requirements.
What units does each qualification cover?
Standard 11 Surface — 6 units:
RIIWHS201E — Work safely and follow WHS policies and procedures
RIIERR205D — Apply initial response first aid
RIIGOV201E — Comply with site work processes and procedures
RIIRIS201E — Conduct local risk control
RIICOM201E — Communicate in the workplace
RIIERR302E — Respond to local emergencies and incidents
Standard 11 Underground — 7 units (all of the above plus):
RIIERR203E — Escape from hazardous situations unaided
The six surface units are identical in both qualifications. If you complete the Surface first and later need to add Underground, you only need to complete the one additional unit.
How much does each one cost?

Do I need to refresh both separately?
If you hold both Surface and Underground, both need to be refreshed within the required timeframe: at least every five years under Queensland legislation, or more frequently depending on your site's requirements. Some providers offer a combined Surface and Underground refresher that covers all seven units in one course.
If you only hold the Surface qualification, you only refresh the six surface units.
Are most mining jobs Surface or Underground?
The majority of mining jobs in Queensland are surface-based. Queensland has over 50 operating coal mines, and the bulk of the workforce operates on surface (open-cut) operations. Underground mining is a smaller but significant part of the industry, concentrated in specific regions and mine types.
If you're new to mining and not targeting a specific underground role, the Standard 11 Surface is the right starting point. It qualifies you for the widest range of available jobs.
